This notice is an Intent to Sole Source synopsis published for informational purposes only. The Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Operational Command and Control (C2) Division (AFLCMC/HBK DET 12) intends to issue a sole source contract for the continued sustainment of the Joint Targeting Toolbox system (JTT). The JTT server-side application is built upon Enterprise Java Beans (EJB). As this technology has mostly fallen out of use, finding modern developers with experience in EJB or training developers new to EJB, is a slow and costly process. Only the incumbent is capable of staffing the effort with programmers qualified and experienced sufficiently to maintain and field current JTT capabilities without a ramp up time or expense. If the Government were to compete this effort, award to another contractor would result in unacceptable delays in fulfilling the agency's requirements and substantial duplication of costs to the Government. The authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), and is implementted by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government requests that initial feedback, comments and questions be received no later than fifteen (15) calendar days from the posting date of this notice to SAM.gov. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such, and will be properly protected from disclosure.
