Notice of Proposed Contract Action (NOCA) Common Autorouter Baseline (CARB) Procurement Instrument Identification Number: FA8730-20-R-0015 Agency: Department of the Air Force Office: Air Force Life Cycle Materiel Command Location: Hanscom AFB - HBMK Classification Code: D319 – IT & Telecommunications – Annual Software maintenance service plans NAICS: 541512 – Computer Systems Design Services Synopsis: This synopsis constitutes a Notice of Proposed Contract Action (NOCA) by the Department of the Air Force, Life Cycle Materiel Command, Airspace Mission Planning Division, AFLCMC/HBMK, Hanscom AFB, MA 01731, of the intent to solicit a proposal from and negotiate a contract with BAE Systems for the maintenance of the Common Autorouter Baseline (CARB) effort. CARB is a component within the Joint Mission Planning System (JMPS), which warfighters use for training and combat missions including weapon delivery, refueling, and airdrops. CARB is also the common compnent used by multiple Mission Planning Environment (MPE) in support of Joint Air-to-Surface standoff Missile (JASSM), F-22, and B-2 for survivability route planning. This synopsis is for a proposed contract IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW FAR 16.505(b)(2)(i)(B) “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.” BAE Systems is the only firm capable of meeting the Government’s requirement for providing the CARB effort. To compete this effort would cause the Government to incur a substantial duplication of costs and delay in schedule that would not be recooped through competition. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. No Request for Proposal will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBMK. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
