IAW FAR 5.203(a) this posting serves as notice that the Government intends to solicit and negotiate with only one source, Northrop Grumman under the authority of FAR 6.302-1 (10 U.S.C. 2304(c)(1)). Specifically, AFLCMC/HBUK intends to award a Firm Fixed Price (FFP) contract to maintain at the current operational level the Whiteman Air Force Base (AFB) Weapons Storage Area (WSA) Electronic Security System (ESS) until installation for the ESS Technical Refresh begins in September 2020, conducted by Sandia National Laboratories. The current ESS for the Whiteman AFB WSA was installed by Northrop Grumman through previously awarded Delivery Order FA8728-09-D-0009 0017 in accordance with FAR 16.505(b) fair opportunity competition under the Force Protection Security Systems 2 Indefinite Delivery/Indefinite Quantity contract in September 2014. It is the Government’s intent to execute, by means of other than full and open competition, a FFP Contract to provide continuous maintenance and as needed repair to the Whiteman WSA ESS to ensure performance at the required level of operation without any lapses in system performance. The period of performance is estimated to be five (5) months. Award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
