This is a Request For Proposal (RFP) by the Air Force Material Command Life Cycle Management Center, Battle Management Directorate, Aerospace Management Systems Division, Foreign Military Sales (FMS) Branch, AFLCMC/HBAK, Hanscom AFB, MA 01731 This Request For Proposal is to provide the Ukraine Republic with an Instrument Landing System/Distance Measuring Equipment (ILS/DME) and a VHF Omnidirectional Range (VOR) beacon and a Tactical Air Navigation (TACAN) system beacon for the Ukrainian Air Force (UAF) located at Starokonstantyniv Air Base (hereafter referred to as NAVAIDS Program. Included with the equipment is all associated training and support services. This proposed effort is a Full and Open competition. The Government will not pay for any proposal received in response to this Solicitation, nor will the Government compensate a respondent for any costs incurred in developing the proposal provided to AFLCMC/HBAK. The Offeror shall submit their proposal in accordance with Section L - Instructions, Conditions and Notices to Offerors, section 2.3. The Proposal is due no later than 12:00 PM, EST, 5 April, 2019. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from Offerors, potential offerors and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements and/or recommendations to the cognizant Contracting Officer (PCO) for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and awarded contract.
