Data Link Enterprise IDIQ Contractors: BAE Systems Northrop Grumman Systems The Boeing Company Lockheed Martin Booz Allen Hamilton Raytheon L3 Technologies Rockwell Collins Cubic Defense Applications (16) Description: The United States Air Force, Air Force Life Cycle Management Center (AFLCMC), Aerial Networks Division (HNAK) intends to add a contract modification to the Indefinite-Delivery-Indefinite-Quantity (IDIQ) Data Link Enterprise (DLE) basic contract. This intended contract modification was the subject of a previous NOCA under Solicitation Number FA872619R0016. The purpose of this contract modification is to add Production and Sustainment CLINs funded by 3010 and 3080 funds and a Sustainment CLIN using 3400 funds to the basic IDIQ contract. The new CLINs will be incorporated on a Firm Fixed Price basis. The period of performance for the basic IDIQ will remain unchanged and the production/sustainment CLINs will match the existing base period of performance through 11 Feb 2023 with five (5) one (1) year option periods (if exercised). The Production CLINs will provide the government with the ability to make an orderly transition from Low Rate Initial Production (LRIP) to full production on the same contract vehicle; and to place orders in a timely fashion using FAR 16.5 Fair Opportunity procedures from the DLE vendor pool that specializes in data links technology. The Production CLINs will include all deliverable systems and equipment as well as all data associated with production scheduling and reporting, production processes, etc. The Sustainment CLINs will provide the government with the ability to sustain prototypes developed under previous prototyping and demonstration efforts beyond their immediate demonstration phase, to sustain new prototypes currently under development beyond their planned demonstration phase, and will provide the government with the ability to sustain any LRIP or Production items delivered under this contract vehicle until formal source of repair decisions are made.
