Notice of Intent to Award a Sole Source Contract Foreign Military Sales (FMS) customer Morocco This is a Notice of Intent to Award a Sole Source Contract. The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Aerial Networks Division (HNAK) intends to procure a Product Maintenance and Support Plan to include maintenance of the proprietary software and hardware sustainment, as well as spare parts, contractor support, Travel and Other Direct Costs (ODC) for the Royal Moroccan Air Force’s (RMAF) Tactical Communications Group Battlefield Operations Support Systems (BOSS) enabled Ground Support System (GSS) located at Ben Guerir Air Base, Morocco. The Government intends to award a Sole Source contract to Tactical Communications Group (TCG), Limited Liability Company (LLC), 2 Highwood Drive, Bldg 2, Suite 200, Tewksbury, MA 01876 to supply the U.S. Air Force with a Product Maintenance and Support Plan as well as supplemental spare parts, contractor support, Travel and Other Direct Costs (ODC) in support of the FMS Country of Morocco. TCG is the sole manufacturer of the BOSS GSSs advanced, standards-compliant tactical data simulation and test software solution, embedded within its Ground Tactical Data Link System (GTS) Ground System and a Sole Source contract will be pursued with TCG under statutory authority 10 U.S.C. 2304(c)(1) set forth in FAR 6.302-1(a)(ii)(B), titled “Available only from the Original Source” and unacceptable delays in fulfilling the agency’s requirements. The North America Industry Classification System Code is 541512 and the business size standard is $27.5M. The Period of Performance will be Contract Award thru 31 December 2022 for the base CLINS and initial spares option and two one (1) year option CLINs covering 01 January 2023 through 31 December 2024. This Notice of Intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement for exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Close of Business 4:00 p.m. EST on 6 Feb 2020. Please be advised that all interested parties must be registered in the System for Award (SAM) database in order to receive an award. If not registered in the SAM database, interested parties may register on-line at https://www.sam.gov/portal/public/SAM/. AFLCMC has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for the acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
