Delays in email systems or DOD SAFE may render a proposal late if not recieved in time, regardless of when the submission was sent. 9 May 2022- With regard to the scrolling feature on fillable text fields of the Proposal Response Guide, offerors may utilize this feature on the "Government Office Information" and "Glossary of Terms and Acronyms" fields, if necessary. 3 May 2022- Some of the fillable fields in the Proposal Response Guide may automatically create a scroll bar if the text box becomes full, inadvertently allowing text to extend beyond the allocated page length. BE ADVISED-- Any text extending beyond the allocated page will not be evaluated, so do not exploit that feature. 3 May 2022- To clarify the impact of Common Synthetic Training Environment (CSTE) Consortium's cancellation with regard to the AFLCMC/ XA MAC IDIQ: A CSTE Consortium delivery order is no longer being considered at this time. The superceded versions of each document have been deleted from this notice. 31 March 2022 - The Air Force Life Cycle Management Center, Architecture & Integration Directorate’s (AFLCMC/XA) mission is to work with the requirements community and S&T/Industry to analyze gaps, requirements, missions, threats, and technologies and to develop systems or solutions to address warfighter needs while launching high confidence programs. AFLCMC/XA activities include Modeling, Simulation & Analysis (MS&A), Capability Development/Development Planning (CD-DP), Cost Analysis/Trades, Technical Risk Reduction/Test Engineering, Standards and Architecture Development and Curation, Software Development and Curation, and Advanced Synthetic/Virtual Simulator Environments Development for Operational Test and Training. AFLCMC/XA will support future operations by leveraging the Indefinite Delivery/Indefinite Quantity (ID/IQ) to rapidly contract for a variety of capabilities across the portfolio. The work is not envisioned for singular use, rather an enabler for multi-domain, multi-level security development, analysis, and synthetic environments. This notice is not a Request for Proposal (RFP), nor is it to be construed as a commitment. This is being released as a draft RFP with the ability for industry to provide input and suggestions to the government on the process/format of this requirement. Questions can be submitted to the Contracting Officer, Capt Donald Goeb, at donald.goeb@us.af.mil or the Contract Specialist, Jenna Schieltz, at jenna.schieltz@us.af.mil; however, the government does not guarantee responses to questions submitted to this presolicitation notice. The proposed contract action is to provide the Air Force Life Cycle Management Center, Architecture & Integration Directorate (AFLCMC/XA) with a multiple award Indefinite Delivery Indefinite Quantity (MAC ID/IQ) contract to fulfill requirements within three categories as listed in the Statement of Work (SOW): Capability Development/Development Planning, Systems Development, and Synthetic Environment Development. Qualified vendor pools will be established for each category and future requirements will be competed within the appropriate category in accordance with the procedures outlined in FAR 16.505(b). Contractors may submit a proposal for one, some or all of the SOW categories. The base ordering period for the MAC ID/IQ will be five years from the date of contract award, and will include options for a total of an additional five years. This will be conducted as a full and open competition; all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. The solicitation is expected to be released on or after 31 March 2022.
