The Air Force Life Cycle Management, Air Dominance Division, Advanced Medium Range Air to Air Missile (AMRAAM) Production and Sustainment Branch, intends to solicit and award a sole source indefinite delivery indefinite quantity (IDIQ) contract for technical support of the AMRAAM to Raytheon Missile Systems, 1151 E Hermans Road, Tucson, AZ, 85756, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)). The effort includes providing technical support to AMRAAM production in various areas of materials, engineering and management services. Examples of task orders include AMRAAM software updates, AMRAAM flight test support, flight test analyses, user technical support, non-production simulations, software deficiency corrections, flight/field team support, logistics support, and studies and analyses of design & performance as well as obsolescence issues. These services will be required by the Air Force, Navy and FMS countries. This contract is anticipated to begin 01 October 2019 and have a 5 year ordering period followed by a five year option ordering period. The only known responsible source that can satisfy this requirement is Raytheon Missile Systems due to the highly specialized nature of this work gained only through years of experience in applying skills to the specific AMRAAM missile design and with AMRAAM software, missile design, special test assets and U.S. Government simulation facilities. FAR 5.207(c)(16)(ii) requires that all responsible sources may submit a capability statement which shall be considered by the agency. Any capability statement must demonstrate how the source can provide a qualified engineering skill and facilities without substantial duplication costs. No technical data packages (TDPs) are available. All responses must be received 15 calendar days after the date of post.
