This contract requires an annual Science & Technology (S&T) workforce analysis to produce a report for Congress, identifying issues and recommending improvements to personnel authorities. The work must use consistent analytical techniques year-to-year to ensure data integrity and compatibility with historical results. The overarching IDIQ contract has an ordering period through November 23, 2025, with a potential six-month extension. Three task orders have been issued, a fourth is pending award, and two more are planned. Funding for all task orders will come from DoD-wide Research and Development appropriations.
