This is Market Research only, as defined in FAR 2.101, to obtain further information about potential sources in the marketplace, to satisfy the agency needs, regarding capabilities and other market information for planning purposes. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses should include a capability statement that describes how a potential source can support the requirement listed in the attached draft Performance Work Statement and discussion of processes to provide independent, objective analysis of matters related to S&T topics and investigations into the state of the art, potential advances, and potential applications of S&T topics of interest, to support the Government’s requirement. The Government is looking to determine if there are responsible sources in the marketplace to conduct, facilitate, and manage periodic discussions, workshops, and studies on S&T topics of interest to the DAF, as determined by SAF/AQR. The intent is to obtain objective, expert, and independent analysis from respected subject matter experts (SME) to inform DAF decision processes for allocating resources and addressing national security threats through advances in various scientific disciplines.
