The objective of this work is to provide all 20 Department of Defense (DoD) Science & Technology Reinvention Laboratories (STRLs) a common platform for analyzing the performance of their Demonstration Personnel systems and to provide the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) data for annual reports to Congress for the overall effectiveness of the STRL Demo Personnel flexibilities as granted in National Defense Authorization Acts (NDAAs). Through this common platform, each STRL will have an opportunity to conduct an analysis and enable a common analytical tool across previous years and across subsequent years to examine historical trends and observations.
