COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Air Force will not issue a written solicitation. This Synopsis/Solicitation constitutes the only request for quotes for this requirement. This solicitation utilizes FAR Part 13 procedures. The Government reserves the right to award without discussions. The solicitation document, FA8650-20-Q-4044, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-99 (See Attachment 1). The associated NAICS code is 519130 and small business size standard is 1000. REQUIREMENT DESCRIPTION: This is a requirement for the Air Force Research Laboratory D’Azzo Research Library for access to an online Federated Searching Service to permit broader access to the library’s electronic content. The subscription: Must be able to provide access to an online federated searching service to permit broader access to the library’s electronic content. Product requirements an item must meet to be considered: The product must allow library customers to search across the library's subscribed electronic resources (databases, eBook and eJournal collections, conference proceedings, standards, etc.) from a single, unitary search interface. The search interface must include the ability to perform keyword and other specialized topical queries for effective searches. The product must allow direct linking to full-text article PDF or HTML files via links in the customer's search results and the ability to download HTML or PDF versions of documents. The service will preferably allow individual account creation for saved searches and alerts. The product must allow IP authentication to linked articles, chapters, etc. via the EZproxy service from OCLC (institutional multi-user, single campus subscription). The service will provide librarian-accessible usage data documenting patron searches and downloads. CLIN DESCRIPTION: 0001 access to an online federated searching service Electronic access shall be provided for the Base period of 01 May 2020 – 30 April 2021. 1001 access to an online federated searching service Electronic access shall be provided for Option 1, period of 01 May 2021 – 30 April 2022. 2001 access to an online federated searching service Electronic access shall be provided for Option 2, period of 01 May 2022 – 30 April 2023. 3001 access to an online federated searching service Electronic access shall be provided for Option 3, period of 01 May 2023 – 30 April 2024. 4001 access to an online federated searching service Electronic access shall be provided for Option 4, period of 01 May 2024 – 30 April 2025. QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive: The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature or other documents if necessary. The contractor may propose additional products to the one requested, if it they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible. If an offeror requires an end user license agreement, this shall be included in the quote. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote. EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability: Technical capability will be evaluated by the vendor’s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value. Price: Price will be evaluated by comparing pricing for product. The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered. 52.212-2, Evaluation--Commercial Items, does NOT apply to this effort. Anticipated Award Date is: 24 April 2020 Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Quotes are due by 1700 (5:00PM ET), 17 April 2020.
