The Thailand AT-6 program directly supports the delivery of eight (8) AT-6 aircraft to the Royal Thailand Air Force (RTAF) as a Building Partner Capacity (BPC) program. This program is a key component to ensuring expanding U.S. joint force interoperability with the RTAF. The main program objective is to provide this equipment to increase operational access to geographically important airfields, allowing for the agile employment of U.S. aircraft and equipment during contingencies in support of Thailand. This program will provide specific defense articles as specified in the attached Bill of Materials (BOM), with no exceptions or deviations, to the RTAF. This posting constitutes an official Request for Proposal (RFP) for a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix C, 31 March 2016, and Air Force Mandatory Procedures 5315.3. Award will be made to the lowest priced offeror whose proposal conforms to the solicitation requirements and who is found to be Technically Acceptable. The Government will organize the proposals in order of Total Evaluated Price and will evaluate the technical approach of the lowest priced offeror first. The Government will evaluate proposals in ascending order of price until two technically acceptable proposals are found. Award shall be made to the lower price of the two proposals without further consideration to any other offers. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process. While award is planned without discussions, the government does reserve this right. Offerors should ensure proposals are made in accordance with the Attached Sections L & M. This DRAFT RFP allows interested parties to submit questions and comments regarding the requirements and the acquisition itself. AFLCMC/WAB will not accept or evaluate any proposals received in response to the DRAFT RFP. This notice does not constitute a request for proposals and should not be construed as a commitment by the Government for any purpose. Not responding to the DRAFT RFP does not preclude anyone from submitting offers for the Final RFP. Information contained herein is subject to change. AFLCMC/WAB hereby invites all interested parties to examine the DRAFT RFP in its entirety and to submit comments, suggestions, discrepancies, inconsistencies and feedback accordingly.
