NO CONTRACT WILL RESULT FROM THIS POSTING. 1.0 DESCRIPTION: This is a SOURCES SOUGHT SYNOPSIS (SSS) in accordance with Federal Acquisition Regulation (FAR) 5.2. Responses to this notice are not offers and cannot be accepted by the United States Government (USG) to form a binding contract. The USG is conducting market research to identify, as potential sources and subcontracting opportunities, firms that may possess the expertise, capabilities, experience and necessary data to competently and competitively respond to all requirements to provide Lebanon A-29 GPS Modification for a Foreign Military Sales Program (FMS) with the Lebanon Armed Forces (LAF). The level of security clearance and amount of foreign participation in this acquisition has not been determined. 1.1 BACKGROUND: The Lebanon A-29 program is an FMS program executed and funded by a Letter of Acceptance (LOA). This requirement is a line item on a current FMS LOA. The Lebanon A-29 program is seeking to implement onboard GPS signal acquisition integration/improvements, which may interface with one or more of the already installed GPS sources on the A-29 Lebanon platform The Lebanon Armed Forces (LAF) aircraft, designated as the A-29 Lebanon aircraft, is a non-developmental aircraft procured from Sierra Nevada Corporation (SNC). SNC is presently subcontracting to Embraer, who is the Original Equipment Manufacturer (OEM) for their A-29 Super Tucano aircraft. The Lebanon aircraft is a single-engine, turboprop, fixed-wing aircraft, with tricycle style, retractable landing gear, tandem two-place pressurized cockpit with ejection seats, capable of operating from semi-prepared air fields and employing various munitions from North Atlantic Treaty Organization compatible hard points. The scope of this effort is to integrate the Novatel GAJT-AE-N-PS equipment and associated antenna, as provided by the USG, to interface with the onboard A-29 Lebanon equipment and systems. Technical manuals and airworthiness certification documentation updates may be required based on the design and modification of the A-29 Lebanon aircraft. A Service Bulletin may be required to implement required changes to the A-29 Lebanon aircraft, and to update the Aircraft Specification, Computer Based Trainer (CBT) specification, and other contract documents. 1.2 REQUIREMENTS: The contractor, in its response, shall provide information concerning its expertise and capabilities for the potential integration of a Novatel GAJT-AE-N-PS solution, as furnished by the US Government, onto the A-29 Lebanon aircraft. The effort includes detailed integration, test, certification, training, and updating of technical manuals and other required documentation for modification of the A-29 Lebanon with the GPS interfacing system. Additionally, the effort shall support validation and verification testing of the solution with the Air Force Research Laboratory (AFRL, Wright Patterson Air Force Base, Dayton, Ohio) to include A-29 technical data, GPS subsystems data, proposed solution technical data, integration of proposed solution and other support required to permit successful test completion with AFRL. TASKS: Integrate the USG-provided Novatel GAJT-AE-N-PS GPS interfacing equipment and associated antenna to connect with GPS and other A-29 subsystems. The integration and installation of the USG-directed GPS interfacing solution shall occur in Lebanon with the LAF maintainers providing primary hands on installation labor The Novatel GAJT-AE-N-PS and applicable antenna will be provided as Government Furnished Equipment (GFE) Consider and recommend rapid integration and provide timing for delivery and rapid fielding of the solution Identify any impacts/considerations to interfaces and impacted subsystems as a result of the integration Recommend appropriate Design Reviews and Configuration Audits as well as a Modification Planning Review as part of this effort Develop a change specific certification plan and a draft Modified Airworthiness Certification Criteria (MACC) in accordance with MIL-HDBK-516C. Identify airworthiness certification impacts for integration of the GPS interfacing solution. Generate all necessary airworthiness certification required products for compliance assessment IAW MIL-HDBK-516C Identify hardware/wiring & potential affected software requirements for any integration required to implement the solution Identify changes to current Initial Capabilities Document (ICD) Identify A-29 integration constraints, including (but limited to) space limitations, structures, flying qualities, EMI/EMC, and electrical loads Identify any applicable impacts to any identified impacted systems, which could include A-29 Aircraft OFP, GPS software/firmware, or other subsystems As required and/or requested, sponsor a technical interchange meeting (TIM) with AFRL to ensure that successful virtual testing is supported. Assure required contractor involvement/tech support at any AFRL test event As required, sponsor Technical Interchange Meetings (TIMs), with with USG and USG-provided equipment manufacturers, to facilitate tech data interchange for integration Identify any A/C assets or subsystems required to test and install this modified integrated GPS solution Identify, report, and draft technical publications changes required to implement the integrated solution Identify, report, and draft required sustainment tasks and procedures to operate and maintain the integrated solution Submit an Engineering Change Proposal (ECP) with costs that can be implemented in Lebanon using LAF direct labor. The ECP would be issued under a Contract Data Requirements List (CDRL) Development of a Service Bulletin based upon the approved USG Configuration Control Board (CCB) Provide applicable/required airworthiness artifacts identified by Airworthiness Determination Form (ADF) and Certification Basis to support USAF airworthiness certification for the integration of the USG-furnished equipment and associated antenna Provide acquisition and shipment to Lebanon of all hardware, software and SB installation kit to accomplish OCONUS field installations (other than GFE supplied Hardware) Provide a field service team, in Lebanon, to assist the Lebanon Armed Forces maintainers to complete the OCONUS aircraft modifications and associated post-mod ground testing in Lebanon. 2. CAPABILITY SURVEY: 2.1 Company Response Both large and small businesses are encouraged to participate in this market research. The results of this market research will allow the USG to make a determination as to whether this effort will be a sole source, full and open, full and open after exclusion of sources, or small business set-side acquisition. It is advised that you provide a sufficient response to all capability questions to allow the USG to appropriately assess your capabilities. Any information submitted by respondents to this SSS is strictly voluntary. This SSS does not constitute a RFP or an Invitation for Bid. SSS issuance does not restrict the USG's ultimate acquisition approach. The USG will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this SSS. Direct and concise responses are required and should clearly demonstrate your ability to meet the stated requirements. Recent relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements, including joint ventures, should be clearly delineated and previous experience in teaming must be provided. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition.
