This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source indefinite delivery/indefinite quantity (IDIQ) contract to the Raytheon Company (hereafter referred to as Raytheon) for the production, modernization, and support of the F-15 APG-82 Radar Systems in support of current and future F-15 United States Air Force (USAF) and Foreign Military Sales (FMS) programs. Contract requirements will provide for rapid delivery of APG-82 radars and all necessary components, as well as include the following: modernization efforts such as radar hardware (H/W) and software (S/W) enhancements, development, integration, repair and testing, component production, and product support. The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
