Notice of Intent to Award Sole Source: The Air Force Life Cycle Management Center F-15 Saudi Arabia Division (AFLCMC/WAQK) intends to make a Firm-Fixed Price sole source award to The Boeing Company. The proposed contract action is for a six (6) month extension of services for Field Service Representatives (FSR) from 30 July 2021 through 30 Jan 2022. This award will extend the current contract FA8634-12-C-2651 CLIN 2100, OCONUS Liaison Engineer and Field Service Representatives, and CLIN 2101, OCONUS FSR & LE Furnishings, by utilizing the exercise of Option Clause 52.217-8, which was included in the contract FA8634-12-C-2651. A Justification for Other Than Full and Open Competition supporting this procurement action will be posted in accordance with FAR 6.305. As the designer, developer, integrator, and sole manufacturer of the F-15 since the program's inception, Boeing is the only source with detailed knowledge of the proprietary design and manufacturing processes, unique manufacturing and integration facilities with critically skilled labor to integrate improvements and changes onto the F-15 aircraft, along with possessing system sustainment support expertise. Furthermore, competition of the requirement and award to any other source would result in a substantial duplication of effort and result in unacceptable delays in fulfilling the requirement. This notice of intent is NOT a request for competitive proposals; however, all interested parties that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
