This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to The Boeing Company for the F-15 Eagle Passive/Active Warning and Survivability System (EPAWSS) Full Rate Production (FRP) effort. Contract requirements include the tasks necessary for production, operation, and sustainment of the EPAWSS system F-15E model aircraft. The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Wilt Satisfy Agency Requirements." This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
