This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to The Boeing Company for the F-15 Eagle Passive/Active Warning and Survivability System (EPAWSS) Diminishing Manufacturing Sources effort supporting Low Rate Initial Production (LRIP), Full Rate Production (FRP), and F-15EX quantities. The effort will procure DMS parts, as necessary, for bridge buys and/or Life-of-Type buys. The J&As supporting these action have been posted (Reference Notice ID: FA8634-15-R-2650 and FA8634-20-D-2704) The proposed contract action will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Wil Satisfy Agency Requirements." This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
