This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source indefinite delivery/indefinite quantity (ID/IQ) contract to The Boeing Company for a refresh to the F-15C/D fleet and augment the F-15E fleet. The intent is to procure upgraded F-15EX aircraft, as well as any future modernization and sustainment efforts. Contract requirements include aircraft, modernization efforts such as hardware and software design, development integration, test, subsystem and structural component production, installation of future modernization kits, and enhancements to the F-15E weapon system as well as product support. The proposed F-15EX Weapon System contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) for the F-15EX weapon system nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level for either the F-15EX weapon system or the Propulsion system. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
