This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to BAE Systems, Inc for the F-15C Flat Panel Control-Indicator (FPCI) Firmware Update in Support of Advanced Display Core Processor (ADCP) II Installation. Contract requirements include release of a productionized version of the FPCI firmware and update up to 120 FPCIs for use in the F-15C. The proposed contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
