Parts and Repair Ordering System (PROS) Prime Contractor

The Air Force Security Assistance and Cooperation (AFSAC) Directorate at Wright-Patterson Air Force Base is surveying the market for potential sources with the expertise, capabilities, and experience to serve as the Parts and Repair Ordering System (PROS 7) Prime Contractor. The Government has posted and revised multiple draft documents, including a DRAFT PWS (with a revised version and new objective performance incentive clause in June 2025) and, in July 2025, a DRAFT Solicitation/Model Contract, CDRL, Sections L and M, pricing matrix, and PROS historical data. After a 30-day review of the October 2024 DRAFT PWS, individual interviews with interested parties were to be offered not earlier than 28 October 2024, and the Government continues to review feedback and may revise documents before RFP issuance. Source selection will use Gates that must receive an “Acceptable” rating for a proposal to be further evaluated, and the effort is subject to the Service Contract Act with applicable wage determinations. Proposal submission will be via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module rather than DoD SAFE, with a 1.9 GB per-document limit.
