Request for Information - Wide-Area IR Persistent Surveillance System

This is a sources sought/RFI for market research only, not a solicitation, to identify sources capable of providing a Wide Area Infrared Surveillance (WAIS) system. The system must be passive and able to automatically detect and classify up to 100 thermal signatures within one second, with detection ranges from 500 meters for personnel up to 93 miles for aircraft, achieving a 90% detection probability and 360° horizontal coverage. It should use AI/ML for automated detection and fuse multiple IR data streams with active radar and other EO/IR sensors, integrating with C2 systems via open architecture and standard tactical interfaces. The system must be operable by a single user, support operator verification, handle at least 1 Gbps throughput, include scalable storage with Type 1 encryption for sensor data, and be modular and ruggedized to MIL-STD-810G for extreme conditions. The government may use submitted information to develop its acquisition strategy, but will not reimburse preparation costs.
