This is a Pre-Solicitation Notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to Lockheed Martin Missiles and Fire Control for the HC-130J Situational Awareness Communications Upgrade (SACU). Contract requirements include: completing non-recurring engineering (NRE) required to modify the HC-130J baseline and complete the Technical Data Package (TDP); removal of the Small Secure Data Link (SSDL) system from the HC-130J baseline; addition of the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) to the HC-130J baseline; development and fabrication of required hardware and software modification kits; installation of the Trial Kit Installation and the first production kit on the HC-130J; complete technical orders (maintenance and operations manuals); and initial training associated with the SACU modification. The proposed contract will be awarded using Other than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice of contract action does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
