NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force Materiel Command, Life Cycle Management Center, Special Warfare Contracting Office, Wright-Patterson AFB, OH (AFLCMC/WISK) intends to negotiate a sole source Firm-Fixed-Price contract, FA8629-20-C-5034, to S.W.O.R.D International, Inc. The proposed action will procure full operational capability (FOC) of 128 Military Tandem Tethered Bundle (MTTB) pre-fabricated barrels, 128 accessory/support packages (ASP), and associated new equipment training (NET) for USAF Guardian Angel (GA) tandem parachute operations based on market research, including procurement of 2 MTTBs under FA8629-19-C-5011 to conduct user evaluation and successful results of Operational Utility Evaluation (OUE) conducted by the 88th Test and Evaluation Squadron. The applicable NAICS code is 314999, All Other Miscellaneous Textile Product Mills. The size standard as defined by the U.S. Small Business Administration (SBA) is 500 employees. The Government intends to solicit and negotiate with only one source under the authority of the 10 United States Code (USC) 2304 (c)(1) as implemented in FAR 6.302-1(a)(2). The proposed source is S.W.O.R.D International, Inc., 610 E. Glendale Ave., Sparks, NV. The reason for lack of competition is as follows: S.W.O.R.D is the only responsible source that will satisfy all current Guardian Angel requirements for pre-fabricated barrels. A determination by the Government whether to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement or exception to the intent to purchase on a sole source basis. All information submitted should support the respondent’s capability to provide the items required, and shall be furnished as no cost of obligation to the Government. Responses must be in writing and must provide clear and concise documentation. The Government shall consider responses that are received not later than 5:00 PM Eastern Time, Friday, 6 March 2020.
