The Propulsion Center of Excellence (PCoE), through the AFLCMC Propulsion Directorate, requires training for advancing jet aircraft engine knowledge for new, journeyman, and lead propulsion civilian and military personnel. The Service Provider shall provide learning solutions which includes learning strategy and analysis, learning evaluation, learning architecture, courseware design and development, learning technology, simulation and training equipment in support of on-the-job training. The contract contemplated will have a (1) one-year base period with a follow-on option year period. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the PWS will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, which Factor 1 carrying the greatest weight: i. Factor 1 Technical Approach - Subfactor 1 Plan for course instruction/approach, course setup, and course materials - Subfactor 2 Relevant technical experience ii. Factor 2 Cost iii.
