This is a solicitation which is expected to result in award of a Firm-Fixed Price (FFP) contract for commercial services, i.e., Radio Frequency (RF) Testing for a Shielded Room as described under the attachment titled “Performance Work Statement (PWS) for RF Testing” (Atch. 1). This solicitation is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is conducted as a commercial service procurement using Simplified Acquisition Procedures (FAR Part 13). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 Effective Date: 02 Jun 2023. The provision at 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, including addenda to the provision (See Atch 3). The provision at 52.212-2 Evaluation-Commercial Products and Commercial Services, is not used. An award, if any, will be made to the responsible offeror who submits a proposal that: (1) conforms to the requirements of the solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon: (1) the quality of proposals received and; (2) whether proposed prices are determined to be fair and reasonable. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with the offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services applies to this acquisition and additional clauses can be found in the attachment “Solicitation FA8621-23-Q-B001” (Atch. 1). Solicitation Number: FA8621-23-Q-B001 (NAICS) Code: 541330, Small Business Size Standard: $25.5 million. Solicitation Closing Date: Proposals must be received no later than 6:00 pm, Eastern Time (ET) on 15 August 2023. The prices and delivery dates/period of performance in this solicitation are for example purposes only. If an award is issued, the prices and delivery dates/period of performance will be updated to reflect the awarded solicitation. A detailed description of the requirement including provisions and clauses, representations, and certifications, is provided in the attached documents. Upon award, any provisions that were in the solicitation (including representations and certifications) will be removed from the award document. Proposal Submission: Proposals will only be accepted electronically. Submit proposals via e-mail or DoD SAFE to: Dominic.McClung@us.af.mil. The entire proposal must be contained in a single e-mail or DoD SAFE submittal that does not exceed 5 megabytes including attachments. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.
