REQUEST FOR INFORMATION (RFI) Sustainment Solutions Air Force Life Cycle Management Center (AFLCMC) 1. Description The Air Force Life Cycle Management Center (AFLCMC), in support of Department of the Air Force (DAF) Operational Imperative (OI)-7, is to identify solutions to ensure a properly positioned force. The Air Force is seeking information from interested and qualified providers with potential sustainment solutions. OI-7 Problem Statement: Given current posture/readiness, identify gaps and vulnerabilities in the DAF’s ability to transition to and sustain current and projected operational plans in a contested environment against a near peer/pacing competitor. Level of Effort (LOE)-6 Problem Statement: The DAF must determine the appropriate readiness-informed sustainment prioritization to ensure a properly positioned force with resilient infrastructure, responsive supply chains, and deployment and distribution networks that will deliver persistent mission generation. THIS NOTICE IS A REQUEST FOR INFORMATION ONLY. This is not a request for proposals and unsolicited proposals will not be accepted in response to this request. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine the availability and adequacy of potential business sources. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. The information herein is subject to change, and in no way binds the Government to solicit for or award a competitive contract. Non-proprietary responses are preferred, however responders submitting proprietary information should mark any controlled information in a conspicuous fashion. The Government is not obligated to, and will not, reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Submittals will not be returned to the sender. Please provide information at the unclassified level only. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Any response submitted by respondents to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees, and Advisory & Assistance Services contractor employees supporting (DoD), unless the respondent clearly objects in writing to the release of this information in a cover letter accompanying your response. 2. Background Space Force executes missions from its installation infrastructure; Space Force installation infrastructures are projection platforms. What solutions for existing and future contractors can be put in place to keep Air Force and Space Force critical infrastructure resilient and responsive in an environment vulnerable to malicious disruptions? Critical systems include, but are not limited to, the following: Power, electrical, heating ventilation and air conditioning (HVAC), water, natural gas, telecommunications. As the serving Major Command (MAJCOM), what solutions can be put in place to allow Air Force Materiel Command (AFMC) to exchange military and civilian positions among AFMC & Space Force (SF) bases? What are potential solutions for USAF and USSF to identify which SF Installation Unit Type Codes (UTCs) (i.e., Air Force UTCs) are postured to support Air Force Force Generation (AFFORGEN) and in which cycle? What are potential solutions for existing and future DoD contractors to identify and estimate a rough order of magnitude (ROM) for data rights, access, and tools to enable the expansion of repair capacity of depot level repairables (DLR), and the establishment of sources of repair for depot level repairables currently lacking a repair facility? What are potential solutions for existing and future DoD contractors to reduce cyber and physical risk to critical infrastructure, manufacturing processes and supply chains to ensure continued operations? What are potential solutions for existing and future DoD contractors to assess the quality, efficiency, and security of physical plant infrastructure? What are potential solutions for existing and future DoD contractors to identify geographical layout (global, regional, local) of organizations and the sources of supply, distribution networks, and supply chains to minimize sustainment risks? What are potential solutions for existing and future DoD contractors to validate sources of supply to ensure compliance with applicable federal laws and Department of Defense (DoD) directives and to identify alternate sources of supply? What are potential solutions for existing and future DoD contractors to identify surge capacity in operations? How responsively(quickly?) could such capability be activated if necessary, and for how long? What are potential solutions for existing and future DoD contractors to maintain required labor manning totals and required skill sets over the next decade? What are potential solutions for existing and future DoD contractors to address contingency or emergency plans for the identification of the existing essential workforce? What are potential solutions for existing and future DoD Contractors to identify capabilities/approaches in which supply chain/sustainment/logistics risks & benefit data and information are 1) included within or 2) separate from the main decision-support system (hardware/software & process/logic)? What are potential solutions for existing and future DoD Contractors to bridge the gap between the “as is” and “to be” in 10 to 15 years? What are potential solutions for existing and future DoD contractors to determine how to best utilize/exploit current capabilities that are most effective? What are potential solutions for existing and future DoD Contractors to enable the USAF & USSF to optimize supply chain resiliency between organic military support and contracting logistics support of inventory control points (ICP)? In this RFI, AFLCMC is seeking to identify potential solutions to adequately support sustainment of Space, 4th, 5th and next generation systems and capabilities against increasingly complex threats. Limitation: Not specified at this time. Security Requirements: Proposed solutions need to address DOD cyber standards up to TS/SCI/SAP. Responses to this RFI shall be unclassified. 3. Requested Information The requested information is to provide possible solutions to gaps listed above (Paragraph 2) and identify other potential gaps with their corresponding proposed solutions. Not all gaps need to be addressed by a single vendor. Responses should include cost estimate and product delivery schedule and/or service implementation timeline. 4. Responses Interested parties are requested to respond to this RFI with a whitepaper. RFI Whitepaper. The RFI whitepaper should be in Microsoft Word 365 compatible format and due NLT 16 Nov 2022, 1700 EST. The white paper response is limited to 10 single-sided pages and submitted via e-mail only to the Government Point of Contact (POC): Michael Hill, Contracting Officer, michael.hill.62@us.af.mil, and Diane Chen, Contracting Officer, diane.chen@us.af.mil. The RFI whitepaper should address the following product and/or service offerings: Pricing structure Product delivery schedule and service implementation plan and schedule Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. The whitepaper needs to address the complete appropriate training infrastructure solution in this RFI. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. If any respondee does not currently have a Proprietary Data Protection Agreement (PDPA) that would permit the Government’s personnel to review and evaluate the submitted whitepaper in response to this RFI, the respondee should request to sign PDPA’s with the Government. 5. Company Information. The RFI whitepaper should provide the following information: POC information and location CAGE/DUNS Proposed NAICS code Socioeconomic status (8a, HUBZone, WOSB, SDVOSB, etc.) If a large business, please discuss any subcontracting opportunities you can provide Vendor’s Technical Capability Provide a statement of technical capability relevant to one or more categories of interest Commercial opportunities offered to the public by your company that the government should take into consideration regarding the categories referenced in this RFI Vendor’s Experience Provide a summary of experience relevant to the category of interest including contract number for any Government or DOD work Date range of project/ work Industry Standards, professional societies, or process guides relevant to any of the areas. Technology trends and insertion opportunities Discuss any technology trends, limitations, obsolescence concerns, etc. which would be of value to any of the categories of interest. The Technical Capability and Experience sections when combined should not exceed 10 pages. 6. Summary This RFI is only intended for the Government to identify sources that can provide complete appropriate test and training infrastructure solution in support of Operational Imperative 7. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
