This solicitation is intended to be awarded on a sole source basis as a follow-on requirement to continue the development and sustainment of the UAI effort with the four Original Equipment Manufacturers (OEM) Boeing, Lockheed Martin, Northrop Grumman, and Raytheon under the authority of Title 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government intends to conduct this procurement through a CPFF/CR/T&M/Hybrid type contract which will require the continuation of the development and sustainment of the UAI effort in response to advancing technology, new and advancing weapon systems, and emerging implementing program requirements. UAI is a unique program that is focused on the development and sustainment of a truly universal armament interface that will apply across all weapon-carrying platforms and munition systems.
