This announcement constitutes the Fair Opportunity Proposal Request (FOPR) for the KC-46 Initial Spares (KIS) Delivery Order for Travis AFB and Tinker AFB. This delivery order is being solicited to the Small Business Set-Aside pool. Only awardees of the KIS Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Small Business Set-Aside pool shall submit a proposal for this solicitation. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management (AFLCMC), KC-46 Division (WLC), is soliciting proposals for the KIS delivery order for Travis AFB and Tinker AFB (Small Business Set-Aside pool). In accordance with the attached solicitation document, FA8609-23-R-B005, proposals in response to this FOPR are due no later than 3:00pm EDT on 9 October 2023. Proposals received in response to this FOPR will be evaluated in accordance with the KIS IDIQ Ordering Procedures. The Government will accept questions regarding this FOPR. Please submit questions using the attached Comment Resolution Matrix to the below-listed POCs by 3:00pm EDT on 23 August 2023. The answers will be posted to SAM.gov under this announcement. Proposals shall be submitted in accordance with the KIS IDIQ Ordering Procedures.
