This announcement constitutes the Request for Proposal (RFP) for the KC-46 Initial Spares (KIS) Multiple-Award Indefinite Delivery Indefinite Quantity (ID/IQ) Contract ("KIS"). NOTE: Procurement identification numbers FA8609-22-R-B001 (found on the solicitation document) and FA8609-22-R-0001 (found on the attachments) have both been utilized in this announcement and represent this KIS RFP. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), KC-46 Division (WLC), is soliciting proposals for the KIS ID/IQ Contract. In accordance with the attached Section L, Instructions, Conditions and Notices to Offerors Revision B, Paragraph 2.7.9, dated 13 January 2022, proposals in response to this RFP are due no later than 5:00pm EST on 18 January 2022. Proposals received in response to this RFP will be evaluated in accordance with the attached Section M, Evaluation Factors for Award, dated 1 November 2021. The Government will accept questions regarding this RFP. Please submit questions using the attached Comment Resolution Matrix to the below-listed POCs by 5:00 pm EST on 12 January 2022*. The answers will be posted to SAM.gov under this announcement. NOTE: Pre-Solicitation announcements regarding KIS may be found under reference number FA8609-21-R-XXXX linked below. NOTE: Please send your proposals via DoD SAFE and not directly to the emails of the POCs listed in this solicitation. 15 January 2022 is the suspense date for requesting a DoD SAFE drop off regarding submission of proposals. Added updated Solicitation Amendment (FA860922RB0010002) and Section L (Revision B) documents. 12 January 2022: *The Government will accept questions regarding the RFP until COB 12 January 2022 (5:00 pm EST). 11 January 2022: Added KIS 'Interested Parties QA #8' document. 7 January 2022: Added KIS 'Interested Parties QA #7' document. Removed Attachment 1 Statement of Work (SOW) that was posted with the original solicitation. Added updated version of Attachment 1 Statement of Work (SOW) which removed "Controlled Unclassified Information (CUI)" marking that was found in the header and footer of the document. Reminder: If you intend on providing a proposal in response to this solicitation, please do not send them via email. Per Section L, paragraph 2.7.8, “All volumes must be received via DoD SAFE. In order to submit via DoD SAFE, a drop-off request is required. In order to receive a DoD SAFE drop-off, email the CO or Contracting Specialist listed in paragraph 2.1 above no more than 14 calendar days and no less than three (3) calendar days prior to proposal submittal date”. Based on this information, all Offerors must request a DoD Safe Drop-off Code no later than 5pm (EST) on 14 Jan 2022.
