SOLICITATION: This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 13 and FAR 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. All prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a DoD contract. The solicitation document FA860423QB002, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-02. Reference the Solicitation number in the subject line of the RFQ response. See attached SOW for requirements specifications. The contractor shall provide off-site labor hours for system modification, configuration, and technical support for the AFPET/PTPL Air Force Test and Analysis Tool information technology program. The contractor must have in-depth, hands-on experience with the AFTAT IT program and STARLIMS programming language in which AFTAT IT program is based. In the response to this RFQ, the contractor shall also cite specific, previously executed service contracts supporting use of STARLIMS programming language. This effort shall consist of a base year for up to 175 hours of expert support with an additional four option years for the same amount of support each year after the base year. Award will be made to the lowest total price (including options), technically acceptable, responsive, responsible offeror. When submitting an offer, please utilize the attached quote template titled, “Quote Template - Bill of Materials - Support Hours with Options”. The lowest total priced quote, including options, will be reviewed for technical acceptability. If that quote is awardable then no other quotes will be evaluated. If the lowest priced quote isn't awardable then the next lowest quote shall be evaluated. Anticipated Award Date is 31 May 2023. Col Sean Tucker has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
