NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Air Force (the Government) intends to issue a Firm-Fixed-Price Purchase order to a single source, Scholastic Inc., under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available) on or about 30 September 2022. The period of performance (PoP) shall be from 30 September 2022 – 29 September 2023. Electronic Access to Scholastics BookFlix, ScienceFlix, FreedomFlix and TrueFlix. BookFlix pairs classic video storybooks with related nonfiction titles to reinforce early reading skills and develop real-world knowledge. This cultivates key reading skills, supports reluctant readers, and ELL students, and builds fluency, vocabulary, and reading comprehension. FreedomFlix delivers more than 60 multimedia units across 10 core areas of study pertaining to people, places, and events in world history for fourth to sixth grade students. TrueFlix offers dozens of units to supplement social studies and science core curricula learning. Students improve literacy skills, build content-area knowledge, and cultivate the critical skills necessary for academic success and college and career readiness. ScienceFlix offers more than 50 complete units of study with over 6500 science-related assets in a variety of media; provides students with a better understanding of science concepts and ideas through hands-on projects, videos, multiple text types, interactive features, and more. Product characteristics an equal item must meet to be considered: Must be able to provide content that pairs books with videos and reinforces reading skills, supports reluctant readers, and builds fluency. Must be able to support social studies, history, and science curriculums with material that assist in building content-area knowledge, and has content that helps build critical study skills. Must offer at least 50 study units and 6,500 study related assets that cover science in multiple media formats including video, text, and interactive programs. Must be able to interface with all 4 service branch library and Military OneSource websites using industry standard authentication methods to ensure only eligible patrons can access resources from any internet connected computer browsers and mobile devices. Must work with contract POC to establish authentication methods to provide optimal accessibility for all eligible patrons. Security between the Website and server must be Transport Layer Security (TLS) 1.3. Must be able to supply or allow retrieval of database usage statistics by Branch of Service (Air Force, Army, Marine Corps, Military OneSource/Other, and Navy). Must have HTTP Strict Transport Security (HSTS) with long duration deployed on the servers to mitigate/prevent man-in-the-middle attacks. Website certificates should be RSA 2048-bits (SHA256withRSA) This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received within 5 days of issuance of this notice. Information received will normally be considered solely for the purpose of determining whether or not to conduct a full and open competitive procurement or a small business set aside competitive procurement. The Government will not pay for any information received in response to this announcement. If the Government decides to compete this requirement, a synopsis shall be issued utilizing the combined synopsis/solicitation procedure identified in FAR 12.603. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, Limitation on Subcontracting, will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they intend to comply. Solicitation Number FA8604-21-R-B012 is issued as a Request for Proposal (RFP). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01 (20 Dec 2018). This acquisition is 100% set aside for small business. The NAICS Code is 333922. Small business size standard is 500 employees. This solicitation is subject to FAR Clause 52.219-14, “Limitations on Subcontracting (DEVIATION 2020-O0008).” FAR Clause 52.219-14 states that, for “Supplies, (other than procurement from a non-manufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.” This RFP has 2 Base Line Items and 14 Option Line Items.
