Synopsis This is a Sole Source Synopsis published for informational purposes only. This proposed action is for the purchase, installation, service, warranty, training, and commissioning of Zero-length spring gravimeters (also known as Lacoste and Romberg gravimeters) to be implemented at the Air Force Institute of Technology. (AFIT) The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 -1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The contracting officer has determined that only one source is reasonably available: ZLS Corporation. This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Business size standard for NAICS 334511 is 1,350 Employees. PSC/FSC code: 6665: Hazard-Detecting Instruments and Apparatus The proposed source is ZLS Corporation, 7801 N LAMAR BLVD, STE E184, AUSTIN, TX 78752 USA. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: ZLS Corporation. AFIT has developed software for interfacing with the Burris ZLS Corp gravimeter data formats. That collaboration has ended and thus we require procurement of our own instrument. ZLS is the only US-based company which sells a zero-length spring-based gravimeter. Please see Attachment 2, Sole Source Justification, for more complete details. Delivery Schedule: TBD Delivery Destination: 2950 Hobson Way WPAFB OH 45433-5529 Delivery Type: FOB Destination (As defined in FAR 2.101 – Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.). Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
