The government seeks a Firm Fixed Price contract for commercial industrial water treatment services at Wright-Patterson Air Force Base (WPAFB). The work covers cooling towers, package boilers, a high-temperature water central heating plant, central steam plant, heat exchanger heating systems, and closed-loop systems, as detailed in the attached PWS. This combined synopsis/solicitation is the only solicitation, and proposals are requested rather than a separate written solicitation being issued. Award will go to a responsible offeror whose proposal conforms to the requirements, receives an “Acceptable” Technical rating, and offers the lowest total evaluated price that is not unbalanced and is fair and reasonable. No tradeoffs between price and non-price factors are permitted, and the government may award without discussions or make no award depending on proposal quality and price reasonableness.
