The Government intends to award a Firm Fixed Price contract for commercial industrial water treatment services at Wright-Patterson Air Force Base (WPAFB). The scope covers cooling towers, package boilers, high-temperature water central heating plant, central steam plant, heat exchanger heating systems, and closed-loop systems, with detailed requirements in Attachment 3 – PWS Industrial Water Testing & Treatment. This combined synopsis/solicitation is the only solicitation, and proposals are requested; no written solicitation will be issued. Award will go to a responsible offeror with an “Acceptable” technical rating and the lowest total evaluated price, provided the price is not unbalanced and is fair and reasonable, with no tradeoffs between price and non-price factors. The Government may award without discussions or make no award, and proposals must be submitted via email to the listed POCs per Attachment 1 Instructions to Offerors.
