COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a FFP for commercial items, i.e. Fire Suppression Systems Maintenance Service (1 base year with 4 one year options), as described in the Statement of Work. Period of performance is 1 base year with 4 one year options. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factors; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received. This Sources Sought is published for market research purposes only to assess whether there are businesses capable of performing semi-annual inspections, testing and maintenance service for specialized fire suppression systems installed in facilities to support mission operations. The suppression systems include high pressure carbon dioxide cylinders, clean/dry/wet chemical fire suppression systems, and testing of deep fat fryer thermostats if required by equipment manufacture. The contractor shall furnish all equipment, labor and materials and shall perform all operations necessary to complete the service work. The site of the work is located in areas A and B at Wright-Patterson Air Force Base (WPAFB) Ohio. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside in any small business program is appropriate (Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVO), Economically Disadvantaged Women-Owned (EDWO).
