Instructions to Offerors – Solicitation FA8601-24-Q-0147 This combined synopsis/solicitation (“synopsitation” hereafter) is expected to result in the award of a firm-fixed-price contract for baffles and acoustic products for Building 32 located at Wright Patterson Air Force Base, Ohio (WPAFB), as described under the attachment titled, “Statement of Work”. This synopsitation is prepared in accordance (IAW) with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The synopsitation is conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13). This announcement constitutes the only synopsitation; quotations are being requested and a written solicitation will not be issued. An award, if any, will be made to the lowest priced Offeror who submits a quotation that: 1. Conforms to the requirements of the synopsitation. 2. Complies with the minimum requirements stated in the Statement of Work (SOW), as evidenced by providing a complete description of the equipment provided; and 3. That submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon: 1) the quality of quotations received, and 2) whether proposed prices are determined to be fair and reasonable. Submittal of quotes in response to this synopsitation constitutes agreement by the Offeror of all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the Internet at website https://www.acquisition.gov/. The synopsitation number for this requirement is FA8601-24-Q-0147 and is hereby issued as a Request for Quotes (RFQ) using FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Subpart 13, Simplified Procedures for Certain Commercial Products and Commercial Services. This acquisition is under North American Industry Classification (NAICS) Code: 339113 – All Other Miscellaneous Manufacturing, Small Business Size Standard: 550 Employees. A site visit will be held on Monday, 12 August 2024 at 11:00 AM EDT at the facility, located at Building 32, 2300 D Street, WPAFB, OH 45433. Attendees must register in advanced by replying to this email no later than Wednesday, 7 August 2024 at 2:00 PM EST with first and last name of attendees – no more than 2 per company, please. If you do not have base access and require a visitor pass, include driver’s license number and state of issuance. Acceptable means of Submission: All submissions must be submitted electronically to the following email address, tracy.ferrise@us.af.mil and amanda.hoyng@us.af.mil by Friday, 30 August 2024 by 2:00 PM Eastern Daylight Time. Any correspondence sent via email must contain the subject line “FA8601-24-Q-0147, Building 32 Baffles”. The entire quotation must be contained in a single email, unless otherwise approved, including attachments. Please note: due to the email server, any emails that exceed 5 megabytes might not go through. Emails with compressed files are not permitted. Note that email filters at Wright-Patterson Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or content (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the email filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. A confirmation email will be sent once the quotation is received. If you do not receive a confirmation email within 24 hours of submitting the quotation, please reach out to the point of contacts listed on the solicitation. The quotations may be in any format but MUST include: 1. Proposing company’s name, address, SAM Unique ID, Cage Code, and TIN. 2. Point of contact’s name, phone, and email. 3. Quotation number & date. 4. Timeframe that the quotation is valid. 5. Individual item price. 6. Total price (Net 30), No Progress Payments. 7. Shipping (FOB Destination). 9. Itemized price-list which includes the dimensions and specification of each typical. 10. Provide overall floorplan drawing, overall 3D rendered floorplan, and detailed 3D renderings for each typical. Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within the solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award. Important Notice to Contractors: Quotations MUST also contain a complete description of items offered and any technical manuals or literature to clearly show that the items meet or exceed the requirements outlined in the Statement of Work. The Contracting Officer will review quotations based on the factors listed in this synopsitation and the information furnished by the Offeror. Before price is considered, the quotation must meet the technical specifications of this synopsitation. Important Notice to Contractors: All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this synopsitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow – Receipt and Acceptance (WAWF – RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at http://www.wawftraining.com.
