This proposed action is for hyper-cam iMWE fast system Scope for the AFIT. See Attachment 1, Statement of Work (SOW). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 -1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The contracting officer has determined that only one source is reasonably available: Telops . This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 334516, Analytical Laboratory Instrument Manufacturing. Business size standard for NAICS 334516 is 1,000 employees. PSC/FSC code: 6640, Laboratory Equipment and Supplies The proposed source is Telops, located at 2915 Ogletown Rd Ste 4012, Newark, DE 19713 USA. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The system's combination of moderate spectral resolution along with extremely high speeds represents a new capability, which will immediately enable new defense-centered research and improve the results of ongoing projects. Mid-wave infrared (MWIR) spectral imagers such as the hyper-cam iMWE fast system are key for many remote sensing applications, including target/camouflage detection, disturbed earth detection to locate IEDs, environmental & effluent monitoring, and ground-truth data collections for other national assets. The hyper-cam iMWE fast system's combination of pixel count, spectral resolution, and spectral range requirements are state of the art, highly specialized, and is what sets it apart from other MWIR spectral imagersPlease see Attachment 2, Justification and Approval, for more complete details. Delivery Schedule: Delivery date will be determined at the time of order. Delivery Destination: AFIT, Wright Patterson AFB Delivery Type: FOB Destination (As defined in FAR 2.101 – Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.). Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
