DESCRIPTION: The scope of this requirement involves furnishing all labor, equipment, appliances, devices and materials, and performing all operations necessary in connection with the FY23-28 Repair and Maintain Base-wide Pavements and Grounds requirement including removals and miscellaneous work as specified and as shown, indicated, or noted on the drawings. The site of the work is in Area A, in Area B, and at the National Museum of the US Air Force, on WrightPatterson Air Force Base, Ohio. Please note that responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. SPECIAL REQUIREMENTS/CONCERNS: The work will consist of several tasks in road construction such as: excavation, preparation and stabilization of subgrade soils including the use of geosynthetic reinforcement prior to placement; providing riprap, geotextiles, box culvert, aluminum and high-density polyethylene (HDPE) storm drains to prevent erosion; stabilization of slopes with geotextiles, drilled piers, tiebacks, timber lagging, jet grouting, and providing sub-drain systems. The work effort will also include concrete sidewalks, curbs and gutters. Asphalt paving work will include ODOT aggregates, pavement markers, striping, pavement fabric, patching and sealing of cracks in existing pavements on various roads, sites, elevations and sections, and any incidental work related to pavement repair. The road work may include a broad range of construction tasks that integrate multiple construction disciplines like mechanical, electrical, plumbing, and other specialty trades in addition to providing cementitious and asphalt pavement repairs, replacement, and new construction. The anticipated period of performance is five (5) one (1) year ordering periods, with a possible six (6) month extension. The estimated magnitude is more than $10,000,000. The IDIQ will have a maximum value of $43,100,000. NOTES: (1) The Solicitation with the official Specifications and Drawings will be available on the SAM.gov on or about 8 February 2023, at https://sam.gov/. The tentative date for receipt of proposals is 10 March 2023. The period of performance is 60 months. (2) Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site https://sam.gov/ (3) There is no fee for the solicitation. (4) You shall provide a signed copy of the Standard Form (SF) 1442 and acknowledge and/or sign all amendments at the time and place specified in the Solicitation for receipt of proposals. There will not be a public opening. (5) Contractors shall be capable of securing bonding to the price amount of each of the five (5) ordering period. Contractors shall be responsible for providing bonding for the first ordering period at the time of the award, and prior to the start date for each of the 4 subsequent ordering periods. Basically, each ordering period shall require bonding to a minimum amount of the ordering period’s awarded price. (6) Contractors that are debarred, suspended, or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. (7) All responsible sources may submit a bid or proposal which shall be considered by the agency. (8) Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. If funding is not available by December 31, 2022, the solicitation will be canceled. An award prior to September 30, 2022 would require the contractor to begin performance within 90 days of the award date in order to meet Bona Fide Need.
