Synopsitation Amendment 1 - The purpose of this amendment is to add Contract Specialist, TSgt Mark Baker as a Point of Contact (POC) for both physical and electronic quotations. Please include Stephen McGuire, TSgt Mark Baker & Joseph Sbarra on all quotation submissions. This amendment was created and issued on 5 May 2022. This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial service, i.e., Meteorology Support Services, as described under the attachment titled “Performance Work Statement”. The Synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested from 8(a) small business participants as the requirement is a 100% small business set-aside, limited to 8(a) partipants and a written solicitation will not be issued. The solicitation is conducted as a commercial service procurement in accordance with Simplified Acquisition Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a quotation that: Conforms to the requirements of the synopsitation and Addendums 1 & 2; Complies with the minimum requirements stated in the Performance Work Statement (PWS), as evidenced by providing a complete description of the equipment provided; and That submits the quotation with the lowest total evaluated price (TEP) technically acceptable, provided that the price is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon: 1) the quality of quotations received, and 2) whether proposed prices are determined to be fair and reasonable. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after proposal receipt. In the event the Government cancels this effort, the Government has no obligation to reimburse the Offeror for any costs. Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the equipment that will be provided will not be accepted or considered for award. Offerors shall submit a detailed response to the solicitation explaining the service being proposed and how the offeror is able to fulfill all requirements of the solicitation.
