Combined Synopsis/Solicitation This is a combined synopsis/solicitation for a non-appropriated funds (NAF) commercial service to provide and set-up Potable Water Tanks for the US Air Force Marathon at Wright-Patterson AFB, OH prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA8601-22-Q-0075 and issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05, effective date 7 March 2022. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, is used, and specific evaluation criteria are included in paragraph (a) of that provision. Offerors’ shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with the offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. Additional clauses can be found in the attachment named “Solicitation Document”. Offerors shall submit a detailed response to the solicitation explaining how the offeror is able to fulfill all requirements in the attachment named “Performance Work Statement”. This acquisition is Full and Open under North American Industry Classification (NAICS) Code: 221310, Water Supply & Irrigation Services with a Small Business Size Standard of $30 million. Synopsitation Closing Date: Proposals must be received not later than 3:00 pm, Eastern Daylight time on 10 June 2022. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.
