General Overview: With the increasing complexity of work and shorter time frames to complete work orders, the ability to easily upload files into a 3D printer to create parts faster than traditional methods of machining is highly desirable. Not only does AFIT need fast parts, but parts that can meet or exceed the strength and weight of aluminum, without the hazards of powder metal printing machines. This is not only a time and money-saving venture, but this is also a force multiplier. A single employee can upload files, start the 3D printer, then walk away and complete other work orders as the printer is working. Minimum Requirements: Shall meet the following basic system requirements: 1. Build volume must be at least 12” x 10” x 7” 2. Shall be able to print 50 ?m layers at minimum 3. Shall be able to create parts using fused filament fabrication, AND Continuous Filament Fabrication 4. Shall be able to print fibrous materials to include: carbon fiber, fiberglass, Kevlar ®, HSHT fiberglass 5. Shall be able to print parts with multiple types of plastics to include: Onyx, Onyx FR, Nylon White 6. Shall include in-process inspection laser scanning, active print calibration, and bed leveling 7. Shall be powered by 120 VAC 8. Shall have a footprint no bigger than 24” x 20”x 36” 9. No set aside decision has been made; however, the Air Force is contemplating setting this acquisition aside for Small Businesses if there is sufficient demonstrated interest and capability. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that two or more small business prime contractors must be capable of performing at least 50% of the entire scope of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. The clause reads, in part, as follows: “Limitations on Subcontracting (Nov 2011) … (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for – (1) Services (except construction). At least 50 percent of the cost of contract Performance incurred for personnel shall be expended for employees of the concern… ”. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. Part II.
