Wright-Patterson Medical Center is seeking a contractor that can provide courier services for lab tests. Requirements can be found on the attached Performance Work Statement. Notable requirements: - available to provide courier services 24/7 - will need to be able to respond within specific time requirements - must have or be able to gain base access - must have all necessary equipment and resources required for transportation of lab testing This BPA (Blind Purchase Agreement) will be for an as-need basis for courier services. It will conclude at the end of the five years, or when the obligated funds have been completely used, whichever comes first. The anticipated start date of the BPA is 01 May 2019. The previous BPA (FA8601-17-A-0013) concluded in Dec of 2018 and there is no current incumbent. Specifics of how to meet requirements (vehicles, drivers, etc.) will not be pre-determined by the government. In regards to pricing, there should be a general formula that can be applied, such as a base rate for a specific transport, adding a multiplying rate for milage. A pricing sheet is attached as a fill-able example to use or base your own model off of. The important part to remember is to provide a document where the government can see how the pricing model was built, and if the prices can be recreated.
