This proposed action is for the procurement of Mentor expanders, sizers, and implants for the 88th Medical Treatment Facility (MTF) located at Wright-Patterson Air Force Base. See Attachment 1, Statement of Work. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339113: Surgical Impants Manufacturing. Business size standard for NAICS 339113 is 750 employees. PSC/FSC code: 6515: Medical and Surgical Instruments. The proposed source is Roche Worldwide LLC, located at 33 Technology Dr, Irvine, CA, 92618-2346. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Thursday, 26 September 2019, 2:00 P.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Government requires expanders, sizers, and implants for the 88th Medical Treatment Facility (MTF) located at Wright-Patterson Air Force Base. The 88th MTF requires saline breast implants and accessories that meet Food and Drug Administration (FDA) standards and methodology. The proposed sole source, Mentor, is the only known source able to provide the range of saline implants and sizers, tissues expander styles, and options in regards to implant volume and projection that are required to function IAW Federal FDA regulations. Delivery Schedule: 2 days after receipt of the order Delivery Destination: 88th Medical Treatment Facility 4881 Sugar Maple Dr Wright-Patterson AFB, OH 45433 Delivery Type: FOB Destination (As defined in FAR 2.101 - Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
