This combined synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2022-06, effective 1 May 2022; Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20220428, effective 28 April 2022; and Air Force Federal Acquisition Regulation Supplement (AFFARS) Air Force Acquisition Circular (AFAC) 2022-0502, effective 2 May 2022. This announcement constitutes the only combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror whose offer conforms to the combined synopsis/solicitation and is most advantageous to the Government, price and other factors considered. The combined synopsis/solicitation number for this requirement is FA8601-22-Q-0092 and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The associated North American Industrial Classification System (NAICS) code is 333515 with a small business size standard of 500 employees. The anticipated award will be Firm-Fixed Price. Basis for Award: The Government will issue a purchase order to the responsible offeror whose quotation conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation, but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. Price: The Government will evaluate the price by adding the total of all line item prices, including all options. SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation): A self-contained high speed precision saw cutting system is needed in Area B of Wright-Patterson Air Force Base. The United States Air Force, AFLCMC/PZIBC Base Support Contracting Branch, Wright-Patterson AFB, Ohio is seeking capabilities packages of potential sources including Small Business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing facilities management services for the ISR buildings in Area B of Wright-Patterson AFB. REQUIREMENTS: The Air Force Institute of Technology (AFIT) requires a versatile precision saw system that produces automated, uniform cuts of material samples between 0.01-2" thick. It must also provide a built-in coolant flow system to minimize the risk of thermal build-up and melting of the samples, which will largely consist of novel plastics. The intent for this system is to facilitate the cutting and segmentation of novel solid plastic scintillator samples, which will enable students and faculty at AFIT to fabricate plastic scintillator arrays from these novel materials. As such, many of the samples to be segmented will require material-specific cutting techniques (i.e. blade torque, speed, type, etc,), so the system must be compatible with widely-used blade types and offer adjustable and programmable speed settings. The ideal saw system will also enable programmable uniform cuts of the same sample, without the need for redressing between cuts. Please see the draft Statement of Work for the further details regarding the requirements for this acquisition. As a reminder, this is a draft which is subject to be changed.
