Amendment 1 (27 August 2020) - A document containing questions that have been received and their answers has been uploaded under this amendment. An updated Performance Work Statement (PWS) that addresses one of these questions has also been attached. This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a no cost (zero dollar) contract for a commercial service, i.e., Air Force Marathon Registration as described under the attachment titled “Performance Work Statement”. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial service procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a quotation that (1) conforms to the requirements of the synopsitation; (2) Complies with the minimum requirements stated in the Performance Work Statement (PWS), as evidenced by providing a complete description of the service provided; and (3) that submits the quotation with the lowest total evaluated price (TEP), provided that the TEP is determined to be fair and reasonable. The TEP will be calculated by multiplying the average dollar or percentage fee for the different registration periods by the maximum number of participants for each event. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of quotations received and (2) whether proposed prices are determined to be fair and reasonable. Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the services that will be provided will not be accepted or considered for award. Offerors shall submit a detailed response to the solicitation explaining the services being proposed and how the offeror is able to fulfill all requirements of the solicitation. Synopsitation Number: FA8601-20-Q-0159 This acquisition is a Non-Appropriated Fund (NAF) Acquisition and will therefore be competed using Full and Open Competition. Synopsitation Closing Date: Quotations must be received no later than 1:00 pm, Eastern time on 1 September 2020. Quotations received after that date and time will not be accepted or considered for award. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. This is a non-appropriated funds purchase, and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
