This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in an award of a Fixed-Price contract for commercial items and services, i.e., Protestant Religious Services at Wright-Patterson AFB, as described under the attachments titled “Performance Work Statement”. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The requirement encompasses multiple services for the Chapels of Wright-Patterson AFB. It is the intention of the contracting office to lower the overall costs of administering these services through one contract vehicle as opposed to multiple, singular contracts awarded to multiple vendors. While the solicitation is intended to identify contractors capable of meeting all of the Chapels’ needs for Protestant religious services with a single contract for multiple positions, it is possible this requirement could result in multiple individual awards. If it is in the Government’s best interest to award to multiple contracts, the Government shall do so. Prospective contractor(s) shall submit a proposal for all or parts of the Solicitation by following the directions below. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.
