The Air Force Life Cycle Management Center (AFLCMC) releases the following solicitation to provide services required to support the Pocket J System. These services include Program Management, management of Government Furnished Equipment (GFE), Maintenance Support (Help Desk, Scheduled and Unscheduled Maintenance), Line Replaceable Unit (LRU) repair, Travel, Data Deliverables, Cybersecurity, completion of block cycle and software upgrades, and Training. The contractor shall return systems to servicable condition to the latest hardware configuration approved. The Contractor shall determine the most cost effective means of repair for the system consistent with meeting required system performance and Cybersecurity criteria. The goal is to maximize the operational availability and reliability of Pocket J systems and hardware while minimizing Government logistics support investments required to achieve desired Operational Availability with predictable and affordable sustainment costs. This contract will be a hybrid structure with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Reimbursable Line Items. It will contain a basic period of performance with four separate ordering periods (through 17 June 2028), providing a total of five years of performance. This contract action is an Indefinite Delivery Requirements Contract and will be a 100% competitive Small Business Set Aside. The solicitation method is Request for Proposals (RFP), utilizing FAR Part 15 procedures and subsequent supplements. This solicitation will follow the Source Selection Proceedures for competitive acquisitions and the basis of award shall be Lowest Price Technically Acceptable (LPTA) IAW FAR 15.101-2 and applicable supplements. This contract will be primarily a Firm Fixed Price (FFP) contract with some Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) line items. It will contain a basic ordering period with four annual ordering periods. Specifically, the effort will include a basic 12-month period of performance with four 12-month ordering periods (through 17 Jun 2028), providing a total of 5 years of performance. The solicitation is expected to be released on or around 14 Jul 2022. Contract award is expected to be issued on or around 18 Jun 2023. The proposed contract action will be a competitive Small Business Set Aside. The solicitation method will be Request for Proposal, utilizing FAR Part 15 procedures under Source Selection Processes and Techniques and the basis of award of Lowest Price Technically Acceptable (LPTA) IAW FAR 15.101-2.
