This shall serve as notice that the Government intends to acquire the necessary supplies and services required to ensure continued performance of highly specialized technical services at Robins Air Force Base (AFB) in support of product data systems, data management, conversion and migration processes, and transformation initiatives. Below is a high-level summary of performance areas requiring the acquisition of these technical support services: •• Product and engineering data processes and improvement efforts, to include those required to prepare/transform data into new/updated Air Force data standards and to transition data and capabilities into Air Force enterprise-level systems currently in various stages of planning, development and/or implementation. •• Management, maintenance, and administration of primary and contingency product data systems and tools, which enable/facilitate data improvement initiatives and data management, creation, sustainment, storage and distribution processes. •• Management and execution of processes to facilitate migration of product data to higher intelligence levels and to establish relationships between various types of product data. In the past, the Government has made several attempts to identify additional vendors; however, no other viable candidates have been found. Thus, the agency's minimum needs can only be satisfied by the unique supplies or services available from the incumbent contractor. IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and the Government intends to solicit and negotiate for award a sole-source five-year IDIQ services contract with Northrop Grumman System Corporation, 2340 Dulles Corner Boulevard, Herndon, VA 20171-3400. The period of performance/ordering period will begin September 2020 and end May 2024. The maximum dollar value of the total contract is $93,000,000. Pricing arrangements will include cost plus fixed-fee, and cost reimbursable contract line items (CLINs). Once the official solicitation is posted, all qualified and responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
