EMD is estimated at five (5) years followed by a 12-month kitproof/LRIP and ICS support period. There are two (2) 12-month ICS options that will follow the kitproof period. Capabilities will add open systems architecture to the 4 Line Replaceable Units (LRUs) drivers, enabling future modular plug and play, and advancing C-17 flight deck components to current industry standards. Obsolescence will be resolved in the C-17 Flight Deck through the functional and modernized replacement of the 4 LRUs which consist of the Multifunction Display (MFD), Standby Engine Display (SED), Core Integrated Processor (CIP), and Video Integrated Processor (VIP). The RFP is being issued on a sole source basis to The Boeing Company, CAGE Code 18355, in accordance with Authority 10 U.S.C. 3204, “The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” However, subcontracting opportunities may be available for responsible sources.
