This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/C3IBK intends to award a contract for the sustainment and modernization of the Integrated Broadcast Service Network Services (IBS-NS) program to include the United States Government and Collaborating Nations (CNs) as directed by the IBS Program Office. Requirements include acquisition support (spares), repairs, upgrades, modifications, contract field service support, program management, tech refresh, software maintenance, systems engineering, configuration management, technical support, engineering and integration. This is a Top Secret/Sensitive Compartmented Information (TS/SCI) program that requires personnel to either possess a TS/SCI or Secret clearance as determined by position for proper accomplishment of contract/order requirements, or else to maintain eligibility during the adjudication process for TS/SCI clearance. The Government does not have access to the data for the IBS-NS. Technical data will not be provided to any Contractor as Government Furnished Information/Property (GFI/GFP). This acquisition will be issued sole source to CACI NSS, LLC. (CAGE: 3HNV7 ). The proposed period of performance is 20 August 2025 - 19 February 2031 (a three-year base period, two (2) one-year options and an option to extend up to six months). The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Approximate response date for receipt of proposal is 24 January 2025. In accordance with AFI 16-201 for this contracting action, the participation of foreign contractors is not permitted.
